• It only measures raw performance which may not be representative of normal use, although they could perform operations which are commonly done in typical use. Such as relating to specific applications such as AI.

• It is not possible to determine this as they were both tested against different benchmarks from different years and they may have wildly different tests.

  Although, considering the older test took longer for CPU A (assuming it’s an easier test) thank CPU B did for the newer test (which we can assume to be harder for CPUs), hence it is likely CPU B has better performance.

• We don’t have enough information about the computer, it could have less memory or be slower than the other computer on the other 50% of SPEC benchmarks.
